Issues:

  1. For many years, the Department of Finance and the CRA have accommodated unofficial means by which the losses of one member of a corporate group could be used to offset the taxable income of another member of the group. Is there a need to modify or replace this system, as discussed in the Department of Finance consultation paper of November 2010?
  2. Provinces have long had concerns about tax planning which aims to shift taxable income from one province to another. Would a group taxation scheme make this worse?  
  3. Perhaps “the devil is in the details” with respect to systems for group taxation. Would some systems create unacceptable complexity and high taxpayer compliance costs?
